Overview & Scope

All intrastate household goods movers in Georgia must be certified by the DPS with a Household Goods Carrier Certificate, also known as a Public Convenience Certificate (PCC)

Registration & Operational Requirements

  • Interim Certificate issued within 6–8 weeks of application; valid for 12 months before a potential audit or license renewal
  • Movers must maintain:
    • $350,000 CSL insurance
    • Cargo insurance: $25,000/vehicle; $50,000 aggregate
  • Must adhere to Maximum Rate Tariff No.4 for pricing regulation
  • Before the move, movers are required to provide:
    • A written estimate
    • The state-issued “Moving Guide for Household Goods” pamphlet—shippers must acknowledge receipt in writing

Consumer Protections

  • Movers must operate solely at approved tariff rates; unlicensed movers provide little consumer protection
  • Consumers receive rate transparency through estimates and must be informed of liability limitations and valuation options.
  • For issues like damage, overcharging, or unlicensed operations, contact DPS:
