Overview & Scope

Any company offering household moving services within Oklahoma—even within city limits—must hold an Intrastate Household Goods Certificate issued by the OCC. Operating without this certificate is illegal and can result in enforcement action.


Registration & Operational Requirements

To operate legally:

  1. Submit Certificate Application using the official OCC form.
  2. Obtain Stamps: Purchase a $7 identification stamp for each vehicle covered.
  3. Maintain Insurance Coverage: Keep liability and cargo insurance current and filed with the OCC.
  4. Adhere to Safety Rules: Comply with OCC regulations on loading, vehicle condition, and operation.
  5. Renew Annually: The certificate is valid for one year and must be renewed; stamps renewed annually.

Consumer Protections

  • Movers must be certified and insured for intrastate operations.
  • Movers must issue a written estimate—either binding or non-binding—and inform consumers of valuation options.
  • Carriers must issue a Bill of Lading and retain customer records for at least three years.
  • Consumers may file complaints with the OCC’s enforcement division.
  • Violations may result in fines—up to $1,000 for a first offense, $5,000 for repeat offenses within a year.
