Overview & Scope
Oregon regulates intrastate household goods movers through ODOT’s Commerce & Compliance Division. Moved services between locations within Oregon must be carried out by a certified carrier holding valid ODOT operating authority, meeting insurance, tariff, and background check requirements to protect consumers.
Registration & Compliance Essentials
Movers must:
- Obtain a Certificate of Authority by submitting a completed application package to ODOT.
- Submit Insurance Documentation:
- Cargo insurance for all intrastate operations.
- For vehicles over 26,000 lbs, also required bodily injury and property damage insurance.
- Maintain a Filed Tariff outlining rates, accessorial charges, and valuation options, and operate strictly according to that tariff.
- Pay Annual Compliance Fee—$100 or 0.1% of intrastate HHG gross revenue.
- Conduct Criminal Background Checks for employees interacting with customers, initially and every three years.
- Provide Written Estimates after in-person or virtual inspections; binding estimates are prohibited.
- Issue Mandatory Consumer Information:
- Distribute ODOT’s general information bulletin.
- Have customers sign a mandatory receipt acknowledging receipt of the bulletin and tariff-based delivery terms.
- Handle Claims Per Rules:
- Process written loss/damage claims in writing within 30 days.
- Resolve claims within 120 days or notify the shipper and ODOT if unresolved.
- Keep claim records for three years.
- Allow Payment Deferral when final charges exceed estimates by over 10%—shippers can defer that excess for 15 days, but must pay the estimate plus 10% to receive goods.
